How to compress an MP4 file

How small can you compress an MP4?
The practical limit depends on duration and content. A 10-second clip can be compressed to under 1MB with acceptable quality. A 5-minute video at 8MB will look heavily compressed at full resolution — lowering the resolution or frame rate first helps maintain quality.
